Energy Efficiency in Industry - deadline December 2011
1. National Indicative Targets for Energy Savings
The Law On Energy Efficiency (LEE) defines activities and measure for energy efficiency promotion as follow:
" energy passport;
" energy audit and energy efficiency certifying buildings;
" energy audit of industrial systems;
" checks for energy efficiency of water heating furnaces and air conditioning
" installations in buildings, and
" management of energy efficiency.
The objective of the Energy Efficiency Law is to promote the energy efficiency as a major factor for enhancing the competitiveness of the economy, electric power supplies security and the protection of the environment, through:
" a system of measures and activities for enhancing the energy efficiency in the energy end-users;
" market development of the energy services and performing activities and measures for promotion of the energy efficiency in the end-users from the energy traders.
The national energy efficiency action plans are developed on the bases of the National Strategy, in accordance with Art. 7 of LEE, and contain the following:
" the interim indicative and individual targets for energy savings;
" the envisaged for implementation activities and measures for promotion of the energy efficiency;
" the obligations of the central government and local self-government bodies in reference to the implementation of the envisaged measures;
" the obligations of the persons, referred to owners of buildings and industrial sites (subject to compulsory certification) for implementation of the individual targets for energy savings;
" the implеmentation deadlines;
" the financial sources;
" the indicators for accounting the achieved results, as well as other necessary information.
The national indicative targets, in compliance with Art.9, Para 1 of the Law on Energy Efficiency, for energy savings are defined as a percentage of the energy end-use of the energy end users in compliance with the Ordinance describing the methods for defining the national indicative targets. The order for distribution of these targets as individual targets for energy savings among the energy traders, owners of premises subject to compulsory certification and owners of industrial systems with annual energy consumption above 3000 MWh, are subject to compulsory Energy Efficiency (EE).
Тhe admitted measures of energy efficiency, the methods for investigation and the
ways for confirmation of the energy savings shall be determined by an Ordinance of the Council of Ministers upon proposal of the Minister of Economy, Energy and Tourism.
Implementing the given targets, the owners of premises and owners of industrial systems (mentioned above) are obliged to implement measures for promotion of the energy efficiency, as well as activities, related to the implementation of these measures.
They are obligated to prepare the reports, which should contain description of the activities and measures, the proportion of the achieved energy savings, which have to be submitted not later than 31 March of the year, following the year of the implemented activities and measures.
2. Energy Audit of Industrial Systems for Energy Efficiency
The energy audit of industrial systems for energy efficiency aims at determining the specific possibilities for decreasing the energy consumption in the industrial systems and to recommend measures for promotion the energy efficiency (Art. 33 of LEE).
Subject to obligatory energy efficiency audit is every industrial system, whose annual energy consumption is above 3000 МWh. The investigation shall be done at least once every three years.
The owners of such industrial systems are obliged to start implementing the measures, prescribed in the energy efficiency audit within a period of 2 years, starting from the date of receiving the results of the audit.
The indicators for energy consumption, the energy characteristics of industrial systems, as well as the terms and conditions for providing of energy audit of industrial systems are provided by an Ordinance of the Minister of Economy, Energy and Tourism (former Minister of Economy and Energy).
The energy audit is finalized with a report, developed in accordance with the terms and conditions of the Ordinance №РД-16-346 and cpontain a declaration for lack of the circumstances under (Art. 34, and 35 of the LEE).
The energy audit of industrial systems must be conducted by natural or legal persons, who:
" are traders under the Law on the Commerce or the legislation of an EU Member State, or another state under the EEA Agreement;
" have the needed technical equipment, determined by the Ordinance № RD-16-348 from 2 April 2009;
have the needed staff - natural persons, who have passed successfully the examination for acquiring the necessary qualification for energy audit of industrial enterprises, in accredited by the Law on the Higher Education higher technical schools.
3. Methodology for Energy Audit of Industrial Systems
The methodology for providing energy audit of industrial systems and indicators for energy consumption and energy characteristics of industrial systems is based on the Ordinance №RD-16-346 from 2.04.2009 of the Minister of Economy, Energy and Tourism (former Minister of Economy and Energy).
The Ordinance is issued in accordance with Art.33, para 4 of the LEE and defines:
" indexes for energy consunmption of insutsrial enterprises;
" energy characteristics of industrial systems;
" the conditions and order for performance of energy efficiency audit in industrial enterprises.
3.1. Industrial systems, subject to auditing
Any industrial system can be audited for energy efficiency in accordance with the Ordinance, whereas subject to compulsory energy efficiency audit are all the industrial systems, whose annual energy consumption ia above 3000 MWh, except in the cases specified in Art.1, papa 3 of the LEE.
The audit of such industrial systems is performed at least once every three years.
The owner of industrial systems, subject to compulsory energy efficiency auditing, is obliged to implement the measures, recommended in the audit, in a period of two years after the date of acceptance of the audit results (Ar.6, 7, 8 of the Ordinance).
3.2. Industrial energy efficiency audit phases:
According to Art. 9 of the Ordinance, the energy efficiency audit of industrial systems includes the following main phases and activities:
1. Preliminary phase:
" Inspection of the industrial system;
" Collection and development of the information on the functioning of the industrial system and the energy costs for the previous three years;
2. Phase two - Identification of the energy characteristics of the industrial system, which includes:
" Analysis of the existing situation and energy consumption;
" Define the baseline of the energy consumption;
" Collection of specific data on the condition of the industrial system, through inspections, measumenets and available information;
" Data processing and analysis;
" Analysis of the current energy consumption situation;
" Identification of the energy characteristics of the industrial system and the possibilities for their improvement;
3. Phase three - Development of measures for increasing the energy efficiency:
" Preparation of list of measures for the increase of energy efficieny;
" Evaluation of each energy efficiency measure and identification of investment pay-back period;
" Identification of the annual energy savings, rendering the interrelation between the separate measures;
" Analysis and assessment of the annual quantity of reduced CO2 emissions, as a result of the implemented energy efficiency measures;
4. Final phase, including:
" Preparation of report and resume of the audit results;
" Presentation of te results to the owner of te industrial system;
The industrial energy efficiency measures should meet the requirements of the Ordinance.
3.3. Range of the Energy Efficiency Audit of the Industrial Enterprise
Article 10 of the Ordinance №RD-16-346 specifies the range of the energy efficiency audit of the industrial system, including the following technical devices, systems and elements:
" The energy flow measuring and control devices;
" The systems for combustion of fuel and transformation of the input energy flows;
" Electricity generation systems;
" Heat transfer system - water, steam condensor, air;
" Power supply systems;
" Systems for air compression;
" Water systems;
" Technological processes and systems;
" The production machines, units and equiplemnt;
" Lighting systems;
" System for provision of micro climate;
" Building fence construction and elements.
In accordance with Art.7, para 1, he owners of the industrial systems assign with contract the energy auditing to persons, entered in public register in accordance with Art.34, para 4 of the LEE.
The energy audit is based on information for energy consumption for the past three years and measurement data performed during the audit.
The Energy Efficiency Agency (EEA) maintains and updates a list of the industrial systems, subject to compulsory auditing.
The results of the auditing are reflected in the report and the resume.
3.4. Industrial Energy Efficiency Audit Report
According to the methodology and Art.16 of the Ordinance №RD-16-346, the report must contain the following main sections:
" Detailed description of the industrial system, including energy supply scheme, specific technological processes, construction of the building fences, etc.;
" Analysis and assessment of the current status of the existing systems for production, transfer, distribution and energy consumption;
" Baseline of the energy consumption of the main energy carriers;
" Assessment of the specific possibilities for reduction of energy consumption;
" Detailed description of the technical and economic analysis of the energy efficiency measures;
" Analysis and assessment of the saved CO2 emissions for each applied measure;
3.5. Resume of the Industrial Energy Efficiency Audit Report
The resume contains the following:
" Name and general information of the industrial system;
" Brief presentation and analysis of the energy consumption;
" Proposed measures for increase of energy efficiency.
The resume is developed in accordance with template - appendix № 2 of Ordinance №RD-16-346.
The report and the resume are accepted with protocol signed by the owner of the industrial system or authorized representative within a period of 30 days after their submission.
Within 14 day period of the date of the acceptance of the audit results, the owner of the industrial system is obliged to present to the EEA the following:
" Certified copy of the resume on paper and on diskette/CD;
" Certified copy of the protocol;
" Declaration from the person, who has performed the audit, on the lack of circumstances in accordance with Art. 34, para 2 from the LEE, template - appendix № 3 na Ordinance №RD-16-346.
The period for performing the next audit, starts as of the date of acceptance of the results from the previous audit.
For verification of the results of the performed energy audit, the Director of the EEA, on system or random basis, undertakes control audits through authorized by him emplyees of the EEA ((Art.21 of the Ordinance №RD-16-346). During the verification audit, the main indicator is the proposed with the energy efficiency measure total annual energy saving in MWh.
3.6. Indicators for Energy Consumption. Energy Characteristics of the Industrial Systems
According to Art. 22 of the Ordinance №RD-16-346, the indicators for energy consumption are classified in two groups:
" Group 1 - indicators, characterizing the processes of energy transformation in industrial systems, such as:
o Efficiency Factor (EF) during energy transformation processes (%);
o Efficiency Factor (EF) during electricity generation (%);
o EF during heat energy generation (%);
o EF during utilization of secondary energy resources (%);
o EF during utilization of RES (%);
" Group 2 - indicators, characterizing the energy consumption:
o Energy consumption for a specific period of time (kWh);
o Specific energy consumption (kWh/unit production);
o Installaed capacity (kW);
o Utilized capacity (kW).
The indicators for energy consumption, listed above are defined:
" By type of resources;
" By separate technological consumers;
" By industrial system structural units;
" Total for the industrial system.
The indicators for specific energy consumption are calculated per unit produced product/rendered service (m, m2, m3, kg, number, etc.).
During the identification of the energy characteristics of the industrial systems, the following is taken into consideration:
" Technological processes;
" Material and energy flows;
" Characteristics of the main and the auxiliary equipment;
" Charaxteristics of the buildings.
4. Energy Efficiency Management in Industrial Systems
Owners of of industrial systems, subject to compulsory energy efficiency audit, are obliged to manage the energy efficiency (Art.36 of LEE). The energy efficiency management must be conducted through:
" drafting plans and programmes for promotion the energy efficiency annually, in reference to the energy audit reports;
" accomplishing measures, envisaged in the energy plans and programmes;
" submitting to the Energy Efficiency Agency information on the effect of the implemented measures and for the expected effect of the measure implementation, envisaged in the energy plans and programmes;
The owners of industrial systems are obliged to draft periodically, at least once a year, analysis about the total and specific energy consumption. Reports on the energy efficiency management must be submitted to the AEE with a copy of the plans and programmes not later than 31 March of the year, following the year of the implementation of the relevant activities and measures.
5. Financial Mechanisms for Energy Efficiency and Promotion and Certificates for Energy Savings
In compliance with the LEE, Art. 43 for the energy efficiency promotion the following financial mechanisms may be applied:
" voluntary agreements;
" contracts with guaranteed result;
" funding from the Energy Efficiency Fund.
6. Control on the Energy Efficiency
In compliance with the Art. 63 of the LEE, the Executive Director of the Agency is obliged to exercise control over the activity of the owners of industrial systems, implementation of their obligations and energy savings.
The owners of industrial systems are obligated to provide energy audit of the systems (Art.33, para 2, from LEE) till the end of December 2011.
