
Energy Audits of Buildings and Industrial Sites
An energy audit is a standard procedure that helps an organisation to:
· Evaluate the energy efficiency of a building or an industrial site;
· Identify energy saving opportunities;
· Establish a plan for implementing energy saving projects;
1. Why do you need an audit in your building?
After the performance of detailed energy audit of the building, the energy consumption of the building is identified (heat energy, electricity, energy for domestic hot water, energy for cooling, etc.) and a list of recommended energy saving measures are provided, aiming at increasing the energy efficiency of the building as a whole and reducing the energy costs.
2. Why are we proposing this service to you?
If the performed energy audit proves, that your building meets the requirements for energy consumption and saving, a certificate is issued for the building, respectively Category A or B.
After obtaining the certificate, on the basis of Art.24, Paragraph 1, items 18 and 19 from the LOCAL TAX ACT (amendment State Gazette, Issue 110/21.12.2007), you are exempt of building tax for a certain period of time and under the following conditions:
Art. 24. (1) Buildings exempt from tax:
18. buildings, constructed before the 1st of January 2005, which have certificate for Category A, issued in accordance with the Energy Efficiency Act:
a) for a period of 7 years, as of the following year when the certificate was issued;
b) for a period of 10 years, as of the following year when the certificate was issued, if renewable energy sources are applied for electricity production for meeting the needs of the building;
19. Amendment - SG, Issue 55/2007, enforced on the 01.01.2008 - the buildings, constructed before the 1st of January 2005, which have certificate for Category B, issued in accordance with the Energy Efficiency Act:
а) for a period of 3 years, as of the following year when the certificate was issued;
б) for a period of 5 years, as of the following year when the certificate was issued, if renewable energy sources are applied for electricity production for meeting the needs of the building;
3. Why do you need Technical Passport of the building and what are the legal requirements?
The requirement for the preparation of the Technical Passport of the building was introduced with an Act in January 2007. The requirement for the passport is valid for new buildings, as well as for already constructed buildings, as follows:
In accordance with Art. 169 from the Territorial and Urban Development Act (Amended - SG, Issue 76/2006, enforced on the 01.01.2007), according to Art.8 from Regulation №5/2006 (Amended, SG, Issue 7/2007), enforced as of 29.01.2007, the National Construction Control issues permission for utilization of the building only when a Technical Passport is issued.
In this case the Passport does not exempt you from taxes, however it is a compulsory condition for commissioning newly constructed buildings.
The legislation provisions gradual issuance of Technical Passports for the existing buildings, as follows:
ў According to §2, para. 2 from the Transitional and Concluding Provisions of Regulation №5/2006 (Amended, SG, Issue 7/2007), Technical Passports of existing buildings, private ownership, are drawn up in a period 31.12.2008 to 31.12.2016, depending on the category of the building.
Energy cost savings represent the main incentive for organising energy audits. However, in some countries and within certain time periods mandatory energy audits were introduced through special legislation.
Such type of legislation exists currently in Bulgaria . According to the Energy Efficiency Act, energy audits are an inherent element of energy certification of buildings, which is obligatory for all public buildings with a useful area above 1000 sq.m. Based on audit results, energy certificates are issued either for a 10-year or a 5-year period of validity. In the case of industrial plants or service providers with annual energy consumption exceeding 3 000 MWh, energy audits have to be performed once every 3 years.
Furthermore, energy audit results are needed for applications for investment financing schemes, e.g. for applications for energy efficiency grants to the Kozloduy International Decommissioning Support Fund, or for presenting of energy efficiency project proposals to the relevant financial institutions.

Our experience
ESD Bulgaria experts have more than 20 years of experience in energy audits of buildings and industrial plants. In 2004 we performed energy audits for 34 public buildings (schools, universities, hospitals, kindergartens, administrative buildings and public libraries) in various parts of Bulgaria (Sofia, Pazardjik, Panagyurishte, Plovdiv , Kocherinovo, Kyustendil). These audits involved analysis of both the actual energy consumption and the energy consumption necessary to provide normal conditions for utilising the building (including thermal comfort conditions during the heating season). In some cases (e.g. the energy audit of the Panagyurishte Hospital), suggested measures involved also renewable energy.
